THREE:The effect of steam communication between Great Britain and Ireland was to increase very greatly the traffic of those countries. It has been stated that in order to save the salaries of one or two junior clerks, it was determined to cease keeping any official records of this traffic, with the exception of grain and flour. In the absence of such records we can only arrive at an approximation to the quantity and value of the exports and imports. It was, however, estimated by persons acquainted with the subject, that the quantity of agricultural produce imported into Liverpool alone in 1832 was worth four millions and a half sterling; and this produce consisted chiefly of live stockhorses, sheep, and pigswhich could not have been so profitably brought over by sailing vessels. The value of agricultural produce brought to the port of Bristol from Ireland in the same year was one million sterling. The total value of all sorts of live animals brought from Ireland to Liverpool in 1837 was 3,397,760. One of the most curious items in the traffic is the egg trade. In the course of the year 1832 no less than 100,000 was paid for Irish eggs in Liverpool and Bristol alone. Looking at the whole traffic between the two islands, we perceive that the amount of tonnage employed in 1849 was 250 per cent. more than it was in 1801. Up to 1826 the increase was not so rapid as subsequently, it being then only 62 per cent. on the whole period, showing an annual increase of 2-2/5 per cent., whereas for the quarter of a century that followed, the increase was 188 per cent., the annual increase being 8 per cent.The Parliamentary Session of 1791 was opened, after the Christmas recess, by Sir Philip Francis denouncing the war against Tippoo Sahib in India, and eulogising that prince. FORE:When the news of this distractedly hopeless condition of the Council in Calcutta reached London, Lord North called upon the Court of Directors to send up to the Crown an address for the recall of Hastings, without which, according to the new Indian Act, he could not be removed till the end of his five years. The Directors put the matter to the vote, and the address was negatived by a single vote. The minority then appealed to the Court of Proprietors, at the general election in the spring of 1776, but there it was negatived by ballot by a majority of one hundred, notwithstanding that all the Court party and Parliamentary Ministerialists who had votes attended to overthrow him. This defeat so enraged Lord North that he resolved to pass a special Bill for the removal of the Governor-General. This alarmed Colonel Maclean, a friend of Hastings, to whom he had written, on the 27th of March.[328] 1775, desiring him, in his disgust with the conduct of Francis, Clavering, and Monson, and the support of them by the Directors, to tender his resignation. Thinking better of it, however, he had, on the 18th of the following May, written to him, recalling the proposal of resignation. But Maclean, to save his friend from a Parliamentary dismissal, which he apprehended, now handed the letter containing the resignation to the Directors. Delighted to be thus liberated from their embarrassment, the Directors accepted the resignation at once, and elected Mr. Edward Wheler to the vacant place in the Council.In 1831 there were in England and Wales 56 parishes containing less than 10 persons; 14 parishes containing but from 10 to 20 persons, the largest of these, on the average, containing 5 adult males; and there were 533 parishes, containing from 20 to 50 persons, the largest of which would give 12 adult males per parish. It was absurd to expect that such parishes could supply proper machinery for the levying and collecting of rates, or for the distribution of relief. It was found that a large number of overseers could only certify their accounts by signing with a mark, attested by the justice's clerk. The size of the parishes influenced materially the amount of the poor-ratethe smallest giving the greatest cost per head. For example, the hundred absolutely largest parishes, containing a population of 3,196,064, gave 6s. 7d. per head; the hundred intermediate parishes, containing a population of 19,841, gave 15s. a head; while the hundred smallest parishes from which poor-rate returns were made, with a population of 1,708, gave 1 12s. a head. The moral effects were still more remarkable. In the large parishes 1 in 13 was relieved; in the intermediate, 1 in 12?; and in the smallest, 1 in 4, or 25 per cent. of the population, were paupers. Hence arose the necessity of a union of parishes with a common workhouse and a common machinery, and with paid permanent officers for the administration of relief.

FORE:The approaching marriage of the Queen was anticipated by the nation with satisfaction. We have seen, from the height to which party spirit ran, that it was extremely desirable that she should have a husband to stand between her and such unmanly attacks as those of Mr. Bradshaw. The landed proprietors derived a large income from these commodities, and they asked why they were to perish that Buonaparte might destroy Great Britain, whence they drew their principal wealth. He knew that Alexander looked with deep suspicion on his giving the Duchy of Warsaw to the King of Saxony, a descendant of the royal family of Poland. To this act was added the stipulations for a free military road and passage for troops from Saxony to Warsaw; and also that France should retain Dantzic till after a maritime peace. These things seemed to point to the re-establishment of the kingdom of Poland, and the demand, at some future day, for the surrender of the rest of the Polish territory by Russia. So the Poles seemed to interpret these matters, for they had, since these arrangements, flocked to his standard, and were fighting Buonaparte's battles in Spain. To these causes of offence and alarm, which Alexander did not hesitate to express, and which Napoleon refused to dissipate, were added the seizure of the Duchy of Oldenburg, guaranteed to Alexander's near relative, and the marriage alliance with Austria. Alexander, on this last occasion, said"Then my turn comes next;" and in anticipation of it he had been strengthening himself by a secret league with Sweden.

THREE:Napoleon Buonaparte, who had appeared so anxious for peace with Britain, was, in truth, greatly rejoiced at the rejection of his proposals, for it furnished him with the pleas which he desired, for the still more extended schemes of military ambition that he entertained. He issued a proclamation complaining of the obstinate hostility of Britain, and called on the people to furnish men and arms to conquer peace by force. Having placed Moreau at the head of the army on the Rhine, Buonaparte prepared for his favourite project of reconquering Italy. He had judged right in sending Moreau to Germany, who took care to prevent the Austrians from sending reinforcements to Italy to increase Buonaparte's difficulties; and another circumstance, most auspicious to the Chief Consul, was the fact that Paul of Russia, offended at the Austrians for not better supporting his generals, Korsakoff and Suvaroff, had withdrawn his army from the campaign. The Austrians, under Mlas, in the north of Italy, amounted to one hundred and forty thousand men. They had spent the winter on the plains of Piedmont, and contemplated, in the spring, reducing Genoa, by assistance from the British fleet, and then, penetrating into Provence, to join the Royalists there, ready to take arms under Generals Willot and Pichegru. Massena, freed by the retreat of the Russians from his confinement at Zurich, lay, with an army of forty thousand, between Genoa and the Var; but his troops had suffered great distress from want of provisions, and whole regiments had abandoned their posts, and, with drums beating and colours flying, had marched back into France. Buonaparte first arrested their desertion by several stirring appeals to the soldiers, and then prepared to march with a strong army of reserve through the Alps, and to take Mlas unexpectedly in the rear. To effect this it was necessary to deceive the Austrians as to his intentions; and for this purpose he assembled a pretended army of reserve at Dijon, as if meaning to obstruct the march of the Austrians southward. To favour the delusion, Buonaparte went to Dijon, and reviewed the pretended army of reserve with much display, he then got quietly away to Lausanne, and pushed across the Great St. Bernard, amidst incredible difficulties.Warren Hastings had saved Madras and the Carnatic, but only at the cost of extortion. To obtain the necessary money, he began a system of robbery and coercion on the different princes of Bengal and Oude. The first experiment was made on Cheyte Sing, the Rajah of Benares, who had been allowed to remain as a tributary prince when that province was made over to the British by the Nabob of Oude. The tribute had been paid with a regularity unexampled in the history of India; but when the war broke out with France, Hastings suddenly demanded an extraordinary addition of fifty thousand pounds a year, and as it was not immediately paid, the Rajah was heavily fined into the bargain. This was rendered still more stringent in 1780, when the difficulties in Madras began. Cheyte Sing sent a confidential agent to Calcutta, to assure Hastings that it was not in his power to pay so heavy a sum, and he sent him two lacs of rupees (twenty thousand pounds), as a private present to conciliate him. Hastings accepted the money, but no doubt feeling the absolute need of large sums for the public purse, he, after awhile, paid this into the treasury, and then said to Cheyte Sing that he must pay the contribution all the same. He compelled the Rajah to pay the annual sum of fifty thousand pounds, and ten thousand pounds more as a fine, and then demanded two thousand cavalry. After some bargaining and protesting, Cheyte Sing sent five hundred horsemen and five hundred foot. Hastings made no acknowledgment of these, but began to muster troops, threatening to take vengeance on the Rajah. In terror, Cheyte Sing then sent, in one round sum, twenty lacs of rupees (two hundred thousand pounds) for the service of the State; but the only answer he obtained for the munificent offering was, that he must send thirty lacs more, that is, altogether, half a million.

FORE:In the meantime rumours were in circulation, said to have emanated from Dublin Castle, to the effect that a conspiracy existed to massacre the members of the Government and the loyal citizens. However these rumours may have originated, they spread a panic through the city. People expected that when they woke some morning they would find the barricades up in the leading streets, and behold an imitation of the bloody scenes lately enacted in Paris. The Government seemed to share the alarm. Strong bodies of soldiers were posted in different parts of the city. Trinity College, the buildings of the Royal Dublin Society, the Linen Hall, and the Custom House were occupied as temporary barracks. The Bank of Ireland was put in a state of defence, and cannon were placed on the roof in such a way as to command the streets. Bullet-proof shutters were furnished for the front of Trinity College. The Viceroy evidently apprehended some serious work, for he ordered the troops in all these extemporised fortresses to be furnished with rations for several[566] days. These preparations for a siege continued throughout the months of March and April. For more than three months the chambers of the College were turned into barracks; the troops were paraded in the quadrangles every morning. In all the fortified positions the soldiers were kept under arms at unreasonable hours. In fact the whole community was in a state of painful suspense, hourly anticipating the attacks of an imaginary enemy. During all this time there was not a single dep?t of arms seized nor a single rebellious leader arrested. The clubs, indeed, were meeting and plotting, and the Government spies were amongst them, but they had made no preparations for insurrection that should have excited alarm. There was much talk of the manufacture of pikes, but the only instance made public was one in which a blacksmith had been asked to make one by a detective policeman.During the Session of 1764 Grenville imposed several duties on American articles of export, if imported direct from the French, Dutch, and Spanish West Indies. The Americans did not dispute the right of the mother country to impose such duties on the trade of the empire in any quarter; but these imposts, seeing the object of them, were not the less galling. But Grenville did not stop there; he stated, at the time of passing these duties, that it was probable that Government would charge certain stamp duties in America. This was creating a sore place and immediately striking it. The infatuated Minister was contemplating an act of the nature of which neither he nor his colleagues had any conception.

FORE:Still the affairs of Wilkes continued to occupy almost the sole thought and interest of the Session. On the 23rd of November the question of privilege came up; and though he was absent, having been wounded in a duel, it was actively pushed by the Ministers. Mr. Wilbraham protested against the discussion without the presence of Wilkes, and his being heard at the bar in his defence. Pitt attended, though suffering awfully from the gout, propped on crutches, and his very hands wrapped in flannel. He maintained the question of privilege, but took care to separate himself from Wilkes in it. The rest of the debate was violent and personal, and ended in voting, by two hundred and fifty-eight against one hundred and thirty-three, that the privilege of Parliament did not extend to the publication of seditious libels; the resolution ordering the North Briton to be burnt by the hangman was confirmed. These votes being sent up to the Lords, on the 25th they also debated the question, and the Duke of Cumberland, Lord Shelburne, and the Duke of Newcastle, defended the privilege of Parliament as violated in the person of Wilkes. In the end, however, the Ministers obtained a majority of a hundred and fourteen against thirty-eight. Seventeen peers entered a strong protest against the decision. On the 1st of December there was a conference of the two Houses, when they agreed to a loyal address to the king, expressing their detestation of the libels against him.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

The mob demolished the windows of Lord North and Lord George Germaine, as well as of the Admiralty, Government being looked upon as the real enemies of Keppel and accessories of Palliser. The next day, the 12th of February, Parliament and the City Corporation gave the most unmistakable sanction to these proceedings. Both Houses of Parliament voted thanks to Keppel: the Lords unanimously, the Commons with only one dissenting voice. The Court of Common Council not only voted thanks to Keppel, but presented him with the freedom of the City in a box of heart of oak, richly ornamented, and the City was more brilliantly illuminated than before, the Monument being decked out with coloured lamps.
TWO:His first measure was to establish the Great Northern Alliance. He had obtained information of designs on the part of France and Spain to make a descent on our southern coast, and burn the dockyards of Portsmouth and Plymouth. Before quitting office, in 1761, he had planned this alliance, and he now made endeavours, but in vain, to induce Frederick of Prussia to come into such an alliance. Frederick was too sore at his treatment by the Cabinet of Lord Bute to listen to any proposals from England. Still, this would not have prevented Chatham from prosecuting the object of the alliance with Sweden, Denmark, Russia, Germany, and Holland, had he remained long enough in[191] office. His name carried the utmost weight all over the Continent. His indomitable vigour, and his victorious arms, had been witnessed with wonder. In Paris, Horace Walpole found the news of his return to office produced a panic not to be described. The very mention of his name struck a silence into the most boastful or insolent company.In the Bill which was founded on the resolutions the term of apprenticeship was limited to six years for the plantation negroes, and four for all others. The Bill passed the House of Lords with slight opposition; and on the 28th of August, 1833, it received the Royal Assent. It does not appear that William IV. urged any plea of conscience against signing this Act of Emancipation, although in his early days he had been, in common with all the Royal Family, except the Duke of Gloucester, opposed to the abolition of the slave trade. The Act was to take effect on the 1st day of August, 1834, on which day slavery was to cease throughout the British colonies. All slaves who at that date should appear to be six years old and upwards were to be registered as "apprentice labourers" to those who had been their owners. All slaves who happened to be brought into the United Kingdom, and all apprentice labourers who might be brought into it with the consent of their owners, were to be absolutely free. The apprentices were divided into three classes. The first class consisted of "predial apprentice labourers," usually employed in agriculture, or the manufacture of colonial produce, on lands belonging to their owners, and these were declared to be attached to the soil. The second class, consisting of the same kind of labourers, who worked on lands not belonging to their owners, were not attached to the soil. The third class consisted of "non-predial apprenticed labourers," and embraced mechanics, artisans, domestic servants, and all slaves not included in the other two classes. The apprenticeship of the first was to terminate on the 1st of August, 1840; and of the "non-predial" on the same day in 1838. The apprentices were not obliged to labour for their employers more than forty-five hours in any one week. Voluntary discharges were permitted; but, in that case, a provision was made for the support of old and infirm apprentices. An apprentice could free himself before the expiration of the term, against the will of his master, by getting himself appraised, and paying the price. No apprentices were to be removed from the colony to which they belonged, nor from one plantation to another in the same colony, except on a certificate from a justice of the peace that the removal would not injure their health or welfare,[368] or separate the members of the same family. Under these conditions the apprentices were transferable with the estates to which they were attached. Their masters were bound to furnish them with food, clothing, lodging, and other necessaries, according to the existing laws of the several colonies, and to allow them sufficient provision ground, and time for cultivating it, where that mode of maintenance was adopted. All children under six years of age when the Act came into operation, and all that should be born during the apprenticeship, were declared free; but if any children were found destitute, they could be apprenticed, and subjected to the same regulations as the others. The Act allowed governors of colonies to appoint stipendiary magistrates, with salaries not exceeding 300 a year, to carry the provisions of the law into effect. Corporal punishment was not absolutely abolished, but it could be inflicted only by the special justices, who were authorised to punish the apprentices by whipping, beating, imprisonment, or addition to the hours of labour. The corporal punishment of females was absolutely forbidden in all circumstances. The quantity of punishment was restricted, and the hours of additional labour imposed were not to exceed fifteen in the week.
THREE:Sir John marched out of Edinburgh for the north on the very day that the standard of the Stuarts was erected in Glenfinnan, the 19th of August. On the following day he continued his route from Stirling, accompanied by one thousand five hundred foot, leaving, very properly, the dragoons behind him, as of no service in the mountains, nor capable of finding forage there. He then continued his march towards Fort Augustus, which he hoped to make the centre of his operations, and then to strike a sudden and annihilating blow on the handful of rebels. At Dalwhinnie he heard that the rebels now mustered six thousand, and that they meant to dispute the pass of Corriarrick, lying directly in the line of his march towards Fort Augustus. This Corriarrick had been made passable by one of General Wade's roads, constructed after the rebellion of 1715, to lay open the Highlands. The road wound up the mountain by seventeen zig-zags or traverses, and down the other side by others, called by the Highlanders the Devil's Staircase. Three hundred men were capable, much more three thousand, of stopping an army in such a situation, and Cope called a council of war. At length it was agreed that they should take a side route, and endeavour to reach Inverness and Fort George. The resolve was a fatal one, for it gave the appearance of a flight to the army, and left the road open to Stirling and the Lowlands.

THREE:In 1820 our imports of foreign and colonial merchandise were valued at 32,000,000; our exports of foreign and colonial merchandise at 10,000,000; and our exports of British and Irish produce and manufactures at 38,000,000. In 1840 these sums had respectively increased to 67,000,000, 13,000,000, and 102,000,000, setting aside odd numbers. From 1831 to 1840 the average annual export of British produce and manufactures was 45,000,000, while in the nine subsequent years it was nearly 56,000,000. The total value of our exports to foreign countries, and to our colonies in that year, was 36,000,000. In 1840 we exported the following quantities, which, it will be seen, show a large increase:To Northern Europe, about 12,000,000; to Southern Europe, 9,000,000; to Africa, 1,500,000; to Asia, 9,000,000; to the United States, 5,250,000; to the British North American Colonies, 6,500,000; to the foreign West Indies, 1,000,000; to Central and Southern America, including Brazil, 6,000,000; total, 51,000,000: showing an increase of 15,000,000 in the annual value of our exports to foreign countries during twenty years.On the 19th Collingwood signalled Nelson that the French fleet was coming out of Cadiz. He then told Blackwood that he should not be satisfied unless he took twenty of the enemy's ships, and asked him whether he thought a general signal of action were not wanting. Blackwood replied that he thought the fleet all understood what they were about. But Nelson hoisted on his mizen top-mast his last signal"England expects every Man to do his Duty." It was seen, and responded to with loud hurrahs.

THREE:The events on land were very different. Abercrombie, like General Braddock, advanced with all the careless presumption of a second-rate general. The grand object was to reduce Fort Ticonderoga, built on a neck of land between Lakes George and Champlain. At the landing, Lord Howe, one of the best officers, was killed, but they drove back the French, and advanced on the fort, which was of great strength, defended by a garrison of four thousand men, commanded by the Marquis de Montcalm, the Commander-in-Chief of the Canadians, himself. Montcalm had raised a breastwork eight feet high, and made in front of it a barricade of felled trees with their branches outwards. Abercrombie, with a foolish confidence, advanced right upon this barricade, without waiting for the coming up of his artillery, which was detained by the badness of the roads. With a reckless disregard of the lives of his men, he commanded them to attempt to storm these defences, and after fighting with the usual courage of Englishmen for several hours, and two thousand of them being slaughtered, it was found that their efforts were useless, and they were ordered to retire. Brigadier Forbes, who had been sent against Fort Dupuesne, an attempt so disastrous to both Washington and Braddock, executed his task with the utmost promptitude and success. Forbes took possession of it on the 25th of November, and, in compliment to the great Minister under whose auspices they fought, named it Fort Pitt, since grown from a solitary fort into Pittsburg.

THREE:He despatched a squadron of ten ships of the line to the Mediterranean, under Admiral Haddock; another strong squadron sailed for the West Indies; letters of marque and reprisal were issued to the merchants; and troops and stores were forwarded to Georgia, which the Spaniards had threatened to invade. He gave directions to all merchants in Spanish ports to register their goods with a public notary in case of a rupture. These measures produced a rapid change of tone at the Spanish Court. On comparing the demands on both sides for damages sustained in commerce, there appeared a balance in favour of England of two hundred thousand pounds. Against this, the Spaniards demanded sixty thousand pounds in compensation for the ships taken by Admiral Byng in 1718a claim which Stanhope would never allow, but which had been recognised in the Treaty of Seville, and was now, therefore, acknowledged. This reduced the sum to a hundred and forty thousand pounds, which the Spanish Court proposed should be paid by assignments on the American revenues. This, the Ministers were well aware, might involve the most endless delays and uncertainties, and they certainly showed a most conceding spirit by allowing a deduction of forty-five thousand pounds for prompt payment at Madrid. The sum was now reduced to ninety-five thousand pounds; and this being agreed to, a convention was signed on the 14th of January, 1739.Besides those enumerated, "The Four Election Scenes," "The Enraged Musician," "The Distressed Poet," and "England and France"all made familiar to the public by engravingsare amongst his best works. In 1760 occurred the first exhibition of pictures by British artists, the works of Hogarth being an actuating cause. He had presented to the Foundling Hospital, besides his "March to Finchley," his "Marriage la Mode," and his "Moses brought before Pharaoh's Daughter," his most successful picture of that kind; and Hayman and other artists having followed his example, a company of artists conceived the idea that an exhibition of the works of living artists might be made profitable. Hogarth fell readily into the plan, till it was proposed to add to this a royal academy of arts, which he opposed with all his might. He died in 1764, and was buried in the churchyard at Chiswick, where also lies by his side his wife, who survived him twenty-five years.

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

In January, 1812, Government made another attempt to punish the Catholic delegates, and they obtained a verdict against one of them, Thomas Kirwan; but such was the public feeling, that they did no more than fine him one mark, and discharge him. They also abandoned other contemplated prosecutions. The Catholic committee met, according to appointment, on the 28th of February, addressed the Prince Regent, and then separated. The usual motions for Catholic Emancipation were introduced into both Houses of Parliament, and by both were rejected. It was the settled policy of this Ministry not to listen to the subject, though the Marquis Wellesley, Canning, and others now admitted that the matter must be conceded. The assassination of Mr. Perceval, on the 11th of May, it was hoped, would break up that Ministry, but it was continued, with Lord Liverpool at its head. Though Lord Wellesley this year brought forward the motion in the Lords, and Canning in the Commons, both Houses rejected it, but the Lords by a majority of only one. The question continued to be annually agitated in Parliament during this reign, from the year 1814, with less apparent success than before, Ireland was in a very dislocated state with the Orangemen and Ribbonmen, and other illegal associations and contentions between Catholics and Protestants, and this acted very detrimentally on the question in England. Only one little victory was obtained in favour of the Catholics. This was, in 1813, the granting to Catholics in England of the benefit of the Act passed in Ireland, the 33 George III., repealing the 21 Charles II. And thus the Catholics were left, after all their exertions, at the death of the old king.The Provisional Government of France lost no time in framing a new constitution, in which the limited monarchy and the House of Lords of Great Britain were imitated. They declared Louis XVIII., the brother of the last king, Louis XVI., the rightful occupant of the throne, and his brothers and the other members of the House of Bourbon, after him in due succession. Talleyrand was the first to put his signature to this document; and the Abb Siys, though he did not sign it, declared his adhesion to the abdication of Buonaparte. On the 11th of April, the same day that Napoleon signed his abdication, the brother of Louis, the Count d'Artois, arrived, and the next day was received by the new Government in a grand procession into Paris. There was a show of much enthusiasm on the part of the people, but this was more show than reality; the Bourbonist party was the only one that sincerely rejoiced at the restoration; and when it was seen that a troop of Cossacks closed the prince's procession, the people gave unequivocal signs of disapprobation. The Duke of Angoulme had already entered the city of Bourdeaux amid much acclamation, for the Bourbonist interest was strong in the south, and he now came on to Paris. The new king, who had been living, since the peace of Tilsit, at Hartwell, in Buckinghamshire, a seat of the Marquis of Buckingham assigned by the British Government for his residence, now went over. Louis was a quiet, good-natured man, fond of books, and capable of saying witty things, and was much better fitted for a country gentleman than for a throne. He was conducted into London by the Prince Regent, and by crowds of applauding people. The Prince Regent also accompanied him[84] to Dover, where, on the 24th of April, he embarked on board a vessel commanded by the Duke of Clarence, afterwards William IV. He was accompanied by the Duchess of Angoulme, the Prince of Cond, and his son, the Duke of Bourbon. On landing at Calais, he embraced the Duchess of Angoulme, saying, "I hold again the crown of my ancestors; if it were of roses, I would place it upon your head; as it is of thorns, it is for me to wear it."Mr. Stanley left behind him one enduring monument of his administration in Ireland which, though afterwards a subject of controversy and party strife, conferred immense advantages upon the countrythe national system of education. It has been remarked that the principle of the Irish Establishment was that of a "missionary church;" that it was never based on the theory of being called for by the wants of the population; that what it looked to was their future spiritual necessities. It was founded on the same reasons which prompt the building of churches in a thinly peopled locality, the running of roads through an uncultivated district, of drains through a desert morass. The principle was philanthropic, and often, in its application, wise; but it proceeded on one postulate, which, unfortunately, was here wantingnamely, that the people will embrace the faith intended for them. This was so far from having hitherto been the case that the reverse was the fact. For nearly three centuries this experiment was tried with respect to the education of the rising generations of the Roman Catholics, and in every age it was attended by failures the most marked and disastrous. The Commissioners of National Education refer to this uniformity of failure in their sixth report, in which they observe,"For nearly the whole of the last century the Government of Ireland laboured to promote Protestant education, and tolerated no other. Large grants of public money were voted for having children educated in the Protestant faith, while it was made a transportable offence in a Roman Catholic (and if the party returned, high treason) to act as a schoolmaster, or assistant to a schoolmaster, or even as a tutor in a private family. The Acts passed for this purpose continued in force from 1709 to 1782. They were then repealed, but Parliament continued to vote money for the support only of the[357] schools conducted on principles which were regarded by the great body of the Roman Catholics as exclusively Protestant until the present system was established."
